The Relative Caregiver Program

The Relative Caregiver Program (RCP) was created by the Tennessee General Assembly to support children who are not living with their parents. The primary goal is to keep children from entering state custody. The Department of Children?s Services (DCS) implements the program. The program offers several supportive services that include:

  1. Information and Referral (i.e., Material Assistance, Housing Assistance, Legal Services, Mental Health Services, Homemaker Services)
  2. Caregiver Support Groups
  3. Activity/Support Groups for Children and Teens
  4. Educational Workshops
  5. Respite & Recreation
  6. Family Advocacy (Short-term Case Management for caregiver, child, and birth parents)
  7. Outreach
  8. Start-up or Emergency Financial Assistance

The RCP provides emergency or start-up financial assistance annually if you meet the requirements. RCP also provides material assistance (beds, refrigerator, stove, etc.) when needed.

To qualify for the RCP, you must:

  • Be related to the child by blood, marriage, or adoption
  • Live in the area that the program serves
  • Live below 200% of the federal poverty guideline. For more information about the federal poverty guideline, visit Health and Human Services.

To qualify for the RCP, you cannot:

  • Receive a type of kinship payment. However, you can receive the Families First child-only or regular grant
  • Be the relative placement for a child in the DCS custody.
